The cable can be cut to length. Leave at least 12 inches of slack cable beyond the last light fixture. Make sure to cut the cable clean, as any strands from one conductor touching the other conductor will cause problems. The end does not have to be taped.

Yes. Plastic, metal, walk lights, floodlights, can all be mixed on a low voltage landscape lighting installation as long as they are rated for outdoor use and are 12 volts. Just make sure the sum of the existing plus new fixture bulb watts is less than the power pack's wattage rating.
